Construction Waste Management Plans

Per the 2019 CALGreen code, 65% of construction and demolition (C&D) materials must be diverted away from the landfill by either recycling or reusing materials.
The Construction Waste Management Plan is submitted prior to the start of your project. The purpose of this plan is to provide an estimation of how much construction debris will be generated from your project and describe how it will be managed. At the conclusion of the project, you will be required to submit waste hauler invoices, receipts from recycling facilities, landfills, or a reuse certification, as applicable.
Construction Waste Management Plan (CWMP) application completed after July 31, 2017 is completed online at EZ Online Permitting (EZOP).

At the bottom of each page applicants will have an opportunity to “Save and resume later” or “Continue Application.” If you need to pause working on the application, make sure to select “Save and resume later” so you do not lose the information already filled in.
Once payment (credit card or bank routing information) has been received after completing the application, please allow 3-4 business days for SWMD staff review of the application. If staff has any questions or proposed revisions regarding your application, you will receive a call and/or email. You will receive a confirmation email once your waste management plan has been approved and SWMD staff will mark the condition as met in your EZOP building permit record.
Construction Waste Management Plans initiated August 12, 2021 and thereafter:
Prior to Building Permit Issuance / Construction:
- Log in to EZ Online Permitting (EZOP) with your EZOP account credentials
- Click “Public Works” in the banner near the top of the web browser
- Click “Create and Application”
- Check the box under the disclaimer and click “Continue Application”
- Scroll to the “Solid Waste Management” banner, select the “Construction Waste Management Plan”. Click “Continue Application”.
- Read provided guidelines and check the box in the Applicant Certification section
- Follow the application instructions to fill out out the applicant, project, and waste hauling information. By hauling/reuse method, enter the estimated weight of construction waste (disposed/landfilled, recycled, or reused) for each material type and specify the destination and diversion percentage at the destination. Identification of the facilities planned to be used is required. CALGreen 2019 requires diversion of 65% of waste project materials from disposal.
During construction and once construction is complete:
Upload weight tickets, hauler provided diversion reports, and/or reuse letters for materials reused or donated.
After construction / Prior to Final Inspection:
CWMP Part 2 Project Completion Form will need to be uploaded to the CWMP record certifying that all supporting documentation has been uploaded to the record.
Construction Waste Management Plans initiated between July 31, 2017 and August 12, 2021:
CWMP Part 1 Application Instructions:
- Log in to EZ Online Permitting (EZOP) with your EZOP account credentials
- Click “Public Works” in the banner near the top of the web browser
- Click “Create and Application”, check the box under the disclaimer and click “Continue Application”
- Select the “Construction Waste Management Plan – Part 1” option under the Solid Waste Management Banner and then click “Continue Application”.
- Follow the application instructions to fill out out the applicant and project information
- You will be required to enter an estimate of the amount of total waste generated per material type and the amount reuse, recycled, or disposed. Identification of the facilities planned to be used is required. CALGreen 2019 requires diversion of 65% of waste project materials from disposal.
CWMP Part 2 Application Instructions:
- Login with your EZOP account credentials (please note: you will only be able to submit the CWMP Part 2 application if you were the applicant that filled out the CWMP Part 1 application. If you did not submit the CWMP Part 1 application, please call (909) 386-8701 so that SWMD staff can add you on to the application.)
- Click on the “Public Works” tab in the banner near the top of the web browser
- Click “Create and Application”, check the box under the disclaimer and click “Continue Application”
- Find the CWMP Part 1 record number for the project you are working on
- Under the “Action” column, click on the word “Amendment”. This link will automatically open a Part 2 application.
- Follow the application instructions to fill out the applicant and project information. You will notice that some information will be carried over from your CWMP Part 1 application and some information will need to be filled out again to update how your waste was actually managed.
- You will be required to document the actual amount of total waste generated per material type, and the amount reused, recycled, or disposed of that total waste amount. Identification of the facilities used is required. CALGreen 2019 requires diversion of 65% of waste project materials from disposal.
- You will also be required to upload backup documentation into the application, such as copies of any facility weight receipts, waste hauler diversion reports, and/or reuse certification letters.

More about CALGreen 2022
Commercial additions greater than 1,000 square feet, and alteration projects valued greater than $200,000 are required to verify proper disposal/recycling of Universal Waste (per CALGreen Section 301.3). Please be advised that San Bernardino County owned and operated sanitary landfills are not permitted to accept asbestos contaminated wastes. Any debris generated by the demolition of structures is subject to asbestos clearance prior to disposal at any San Bernardino County owned and operated sanitary landfills. As the applicant, you are required to have a Certified Asbestos Consultant perform testing of all materials you wish to dispose. Upon receipt of the Consultant’s report indicating that your debris is not contaminated, SWMD’s Operations Section can provide you with a disposal authorization.
