Big Bear Valley Recreation and Park District, a Special District of San Bernardino County, successfully executed its 3rd Annual Summer Community Festival on June 14, 2025. Held at Meadow Park, this initiative was designed to bridge the gap between residents and essential county services through a high-engagement, “carnival-style” environment. By offering a completely free, all-ages event, the District removed financial barriers to participation, ensuring that vulnerable populations had equal access to community resources.

Key Program Components & Impact The festival leveraged local partnerships to create a comprehensive service ecosystem, featuring:

  • Intergenerational Engagement: Partnered with Troop and Pack #49 to host a Pinewood Derby race, fostering mentorship and youth development.
  • Strategic Service Delivery: Rather than a traditional resource fair, family services and local vendors were integrated into a festive atmosphere featuring live music by “Bearly Famous,” bounce houses, and carnival games.
  • Resource Accessibility: Provided a platform for residents to interact directly with San Bernardino County representatives and non-profit organizations, streamlining the distribution of information regarding local family services.
  • Economic Support: Supported the local economy by providing space for regional vendors to showcase products to hundreds of attendees at no cost to the public.

Results and Conclusion The 3rd Annual Summer Community Festival serves as a scalable model for how Special Districts can utilize recreation as a vehicle for civic engagement. By combining traditional festival attractions (cotton candy, snow cones, and crafts) with substantive community outreach, the Big Bear Valley Recreation and Park District successfully strengthened the social fabric of the valley and increased public awareness of available county-wide support systems.
