Traffic Development Fees
Public Works collects the following fees for our Development Review activities:
- Traffic Study Review Fee: Developers are charged actual cost for the time required to review studies. When a study is submitted the Developer will include a deposit, to the Department of Public Works, of either $400 or $3,400 depending on the complexity of the review.
- Fair Share Contributions, also known as Ad Hoc fees: When a traffic study finds that a development has shared impacts at intersections, fair share contributions will be conditioned upon the development and collected by the Department of Public Works at the time of application for a building permit.

Annual Fee Reports on Transportation Development Mitigation Plans
Regional Transportation Development Mitigation Plan Financing Funds: The Plan was developed to satisfy the provisions of the San Bernardino County Congestion Management Plan (CMP). Pursuant to Measure I 2010-2040, the County CMP was updated and adopted by the County Congestion Management Agency of the San Bernardino County Transportation Authority (SBCTA). The County of San Bernardino was required to adopt a regional transportation development mitigation program and the fees for each of the plan subareas were adopted based on this purpose and need to remain in effect. The fees are deposited into separate funds as required by the California Government Code.

Local Area Transportation Facilities Plan Financing Funds: The County of San Bernardino has adopted transportation facilities plans for the financing of needed road improvements as growth continues in the County. The fees for each plan mitigate the impacts of development on certain roads. The fees for each plan were adopted based on this purpose and need to remain in effect. The fees are deposited into separate funds as required by the California Government Code.

Ad Hoc Transportation Development Impact Fees: The County of San Bernardino conditions and collects development impact fees on development projects within the unincorporated region of the County in order to offset the impacts of development on the County’s transportation system. The California Government Code requires certain disclosures of the financial information related to the collection of those fees. The fee deposits are tracked in the designated transportation road fund, including the interest earned on the fees, until expended on projects that mitigate the impacts for which the fees were collected. As a result, the fees are expended solely for the purpose for which they were collected.
