The San Bernardino County Flood Control District (SBCFCD) has successfully secured $1,654,657.60 in FEMA Hazard Mitigation Grant Program (HMGP) funding for Phase 1 of the Magnolia Storm Drain Project. This funding marks a major achievement in the County’s commitment to proactive flood mitigation and climate resilience.
The total Phase 1 project cost is $2,068,322, with $1,551,241.50 covered by FEMA (75% federal share) and $517,080.50 provided through local matching funds. Additionally, $103,416.10 in federal Subrecipient Management Costs has been allocated to ensure project Supervision and compliance. Phase 1 is scheduled to be completed within 18 months, with an expected completion date of August 6, 2026.
The Magnolia Storm Drain Project is an important infrastructure upgrade designed to reduce flood risks in the areas of Ontario and Chino, protecting both residential and commercial properties. The project involves the construction of an 84-inch reinforced concrete pipe (RCP) storm drain adjacent to the existing drainage system. Phase 1 will focus on:
- Finalizing hydrologic and hydraulic studies to improve stormwater management strategies.
- Developing design/construction plans and environmental documentation to ensure regulatory compliance.
- Conducting cost estimates and a Benefit-Cost Analysis (BCA)Â to validate project efficiency.
The Magnolia Storm Drain Project aligns with SBCFCD’s hazard mitigation priorities and will protect residents from severe storm events, reduce street flooding, and improve emergency response access.
Securing this FEMA grant highlights the County’s strong collaboration with state and federal agencies, including FEMA, and Cal OES.  This is a significant accomplishment for the SBCFCD, strengthening its commitment to flood protection, public safety, and infrastructure sustainability.
